Description This chapter explains the child protection system in Czech Republic after 1989 in relation to the socialist legacy and the European call for democratic legitimacy. It notes the legitimacy crisis of diverse institutions such as child protection in Eastern Europe. The ideal performance of child protection should coincide with the ideals of democratic legitimacy and reduction of democratic deficit. Democratic legitimacy is used as an analytic tool for exploring the transformation of child protection in the Czech Republic. The shift in child protection came in waves of battling residential care, focusing on the empowerment of biological families, and campaigning against domestic violence.
