Description The process of virtualization describes a change in the phenomenon in question in which the formal features are removed or otherwise altered, while preserving the essence of the phenomenon. Information and communication technologies, in particular, provide a suitable environment for this process, although they do not constitute its defining feature. Using them, it is possible to virtualise many phenomena of the 'actual' world and, with this freedom from their formal features, to improve upon them. This is, in a way, also the idea of the proposed electronic promulgation of law in the Czech Republic, or the proposed eCollection project, which should, precisely by removing formal features, strengthen many other features that constitute the essence of promulgation and law making, such as actual language and the accessibility and clarity of the applicable law, or even enable the applicable law to "cybernetically" respond to changes in the regulated environment.
