Description The article tries to find ways to conceptualization of first democratization attempts in Central Europe and of democratization's failure between the Wars and after WW2. The emphasis is put on step-by-step democratization in early stage; it means during the existence of the Habsburg Monarchy. Definition of critical events of Central European development (1848/1867, 1918, 1945-1948, 1989) is provided with modifikation of Stein Rokkan's concept of critical junctires.
