Description Presented paper deals with the problem of spatial data heterogeneity and ontology development. This problem is analysed as one of the main obstacles for data interoperability and integration in emergency management. The first section describes generic principles of ontology development. Ontologies are used as unifying framework for semantic data interoperability. The different kinds of spatial data heterogeneity that can be distinguished in the Czech topographic databases are listed in the second section. The semantic heterogeneity solution and ontology based integration for both ZABAGED and DMU are taken as an example solution in the third section.
